POSITION TITLE: Assistant Vice President - Loan Manager
LOCATION: Kaloko Administrative Offices
REPORT TO: Executive Vice President of Member Services

Provides general management of the Credit Union’s lending program. Carries out the goals and objectives as established by the Board of Directors and assigned by executive management. Conducts regular analyses of internal and external data, and makes recommendations to senior management on the development and pricing of loan products. Makes recommendation on delivery channels for loan products. Participates in the development of the Credit Union’s goals as they relate to lending. Develops and administers loan procedures. Develops, implements, and administers consistent organizational policies and procedures that comply with all rules and regulations. Supports and leads Commercial Loans, VISA, Mortgage, Dealer Center, and Loan Adjustment departments. Ensure the maximum profitability of lending activities that are also in the best interest of the Credit Union’s members. Serves on the Credit Union’s Participation Loan Committee.
Loan Functions:
  • Implements the Credit Union’s long and short term lending objectives
  • Manages the delivery of all loan services to membership
  • Manages the operations of participation loans and SBA loans
  • Oversees secondary market operations and ensures quality control of loans delivered on the secondary market
  • Manages the Credit Union’s lending compliance program
  • Directs the activities of the Dealer Center, VISA, Loan Adjustment, and Mortgage Department toward the achievement of strategic objectives and organizational goals
  • Directs all lending activities to align with the Credit Union’s business plan and strategic goals
  • Creates the budget for department and tracks results on an ongoing basis for adherence
  • Compiles and summarizes information, and prepares various reports at regular intervals, or as required
  • Interprets reports and provides statistical information for effective management control
  • Develops, implements, and monitors policies and procedures in accordance with Credit Union goals and strategies. Works with other departments to maintain consistency in the application of policies and procedures
  • Reviews loan policies and procedures to determine their adequacy and recommends changes as required
  • Researches and evaluates feasibility of new lending products. Develops and implements plans for expansion of lending programs. Maintains the competitiveness of our lending program while keeping abreast of changes in the industry and changing trends in lending
  • Works with loan personnel and members on complex workout issues to prevent loss to the Credit Union while supporting the membership
  • Conducts periodic audits of loans and underwriting procedures
  • Complies with Federal and State lending regulations and laws
  • Interviews loan applicants and makes decisions on all applications within delegated authority
  • Keeps applicants informed by giving them an appropriate explanation of the status of their application
  • Coordinates and meets periodically with the Delinquent Loans Committee, makes recommendations to the Executive Vice President on all uncollectible loans
  • Manages the disposal of all real estate owned, repossessed vehicles, and other acquired collateral
  • Is responsible for the overall control of all delinquent accounts of this Credit Union
  • Insures proper follow-up of all delinquent accounts in accordance with established policies, procedures, and Board directives
  • Manages and maintains a loan portfolio of at least $200,000,000
  • Ensures that all lending activity supports high credit quality of the loan portfolio
  • Keeps current with trends and makes recommendations on the software and systems for loan origination, loan servicing, and loan portfolio management
  • Administers all programs and systems, inclusive of software, related to lending and collections
  • Coordinates and directs the development of new products and/or product enhancements
  • Responds to the inquiries of regulators and auditors
Administrative Functions:
  • Reviews policies and procedures with supervisors to determine their adequacy and recommends changes as required
  • Manages the operation of the Mortgage Department, Dealer Center Department, Credit Card Department, Loan Adjustment Department and other areas related to lending
  • Prepares reports as required and interprets statistical information for effective management control. All reports should include detail, depth of analysis, supporting documentation and be of executive quality
  • Periodically coordinates Credit Union’s Annual Membership Meeting and Social Committee events
  • Calculates monthly allowance for loan loss
  • Administers Credit Union’s Credit Risk Management program
  • Executes documents as required to effect the sale of collateral, release of collateral, the perfection of security interests
Personnel Functions:
  • Has the delegated authority to interview and hire employees for authorized positions he/she supervises
  • Oversees the development and monitoring of performance standards. Provides mentoring, coaching, or training to support and develop managers and staff
  • Conducts at least semi-annual performance appraisal of the department personnel he/she supervises
  • For staff supervised, determine salary adjustments, incentive bonuses, position changes, disciplinary action, and submits recommendations for dismissal to the President/CEO or his/her designate for approval
  • Coordinates work schedules and vacation schedules for the department personnel he/she supervises
  • Communicates Credit Union goals and direction with all employees to ensure clear understanding of expectations
  • Coordinates work load and work flow of department personnel he/she supervises; makes job assignments or reassignments as required; sets performance standards which will ensure completion of work in a timely and accurate manner
  • Coordinates the training and cross-training of the department personnel he/she supervises
Community and Public Relations Functions:
  • Represents and promotes the Credit Union at external functions
  • Assists in coordinating the goals and objectives of the Credit Union
  • Promotes Credit Union services and Credit Union philosophy, and upholds the image of the Credit Union
  • Participates in activities of the League, Chapter, and other affiliated organizations, and holds such offices as may be required
  • Assists President/CEO and Executive Vice President with the public relations program of the Credit Union
Miscellaneous Functions:
  • Actively participates in the activities of the Hawaii Credit Union League, Western Corporate FCU, Chapter, CUES and other affiliated organizations and holds such offices as may be required
  • Works closely with the Board Committees as required
  • Completes the required Bank Secrecy Act (BSA) training and implements and complies with the BSA policy and procedures
  • As a member of the staff, answers incoming phone calls; assists members and co-workers as needs arise; and performs work on projects as needed
  • Trains employees in area of expertise as required
  • Actively seeks opportunities to cross sell appropriate and applicable products and services offered by the Credit Union
  • Other duties may be assigned

Physical Requirements:
  • Is able to show up to work as scheduled
  • Is able to occasionally lift, carry, push and pull items weighing up to 20 pounds
  • Is able to operate 10-key by touch and type 30-40 wpm accurately
  • Is able to sit for extended periods of time
  • Is able to communicate clearly in person or over the phone and/or in writing
  • Is able to move around the office, primarily on carpeted surfaces
  • Is available for occasional business travel, including land and air travel
Other Requirements:
  • May be required to use personal car to perform Credit Union business
  • May be required to work at different branches
  • May be required to work beyond normal business hours, including weekends
  • May be required to attend seminars or classes to enhance job skills and knowledge
  • Must be bondable and have a clear credit rating
Education and/or Experience:
  • High school graduate / GED equivalent with seven (7) years of management experience in a financial institution or related work experience; or
  • Business school graduate with five (5) years of management experience in an financial institution or related work experience; or
  • Graduate of an accredited community college or university with a degree in business, with three (3) years of management experience in a financial institution or related work experience
  • Possesses or has substantially worked towards Certified Credit Union Executive Certification
  • Possesses thorough knowledge of the Federal Credit Union Act, Rules and Regulations, Bylaws, Consumer Regulations and other related laws and regulations
  • Keeps abreast with economic conditions, general market trends within the community and all Federal and State legislative matters affecting credit unions
  • Knowledge of computer system (IBM or IBM compatible), and proficient on PC in both word processing and spreadsheet programs
  • Knowledge of credit union philosophy, history and organization
  • Must demonstrate managerial abilities including communication, organization, planning and leadership skills
  • Must have ability to supervise employees, handle complaints and grievances following established procedure
  • Must have ability to analyze performance issues and define training and non-training interventions to improve performance
Working Conditions:
  • Work is primarily inside an air-conditioned, well-lighted office setting, and high humidity
  • Will work alone and with others
  • Work environment includes moderate noise level
